If it charges over USB, yes — which covers the several Philips tools here that ship a cable and no adapter, and the FUNTOUCH mirror, which states power-bank charging explicitly.
USB charging makes a power bank an option, and for travel it removes the plug adapter question entirely.
FUNTOUCH states that its mirror can be charged from a power bank, a computer or a wall adapter, and supplies the cable but not the charger.
For barrel-plug tools at a stated voltage — the Braun shavers and clippers whose replacement supplies we cover — a power bank is not an option. Those need their own supply.
Check the connector on your tool. It answers the question in two seconds, and it is the same check that decides which replacement charger to buy.
Check your own manual before you follow anything here. Temperatures, water ratings and supply voltages differ from model to model, and the maker’s own figures take precedence over anything written on this site. A supply of the wrong voltage is a failure rather than a slow charge, and the figure is printed on the tool — not inferred from a connector that happens to fit.
